I.  Introduction
The Albany Museum of Art (AMA) invites interested parties to submit statements of qualification and experience to provide environmental and engineering consulting services on a task order basis for the cleanup of the Former Belk Building at 128 and 146 West Broad Avenue in Albany, GA. 

This effort is funded by a $350,000 FY2020 Brownfield Cleanup Grant.  The Museum is looking for firms with documented experience assisting with the execution of EPA Funded Brownfield Cleanup Projects.

Statements of Qualifications are due no later than 4:00 PM (EDT) on June 9, 2020. Statements of Qualifications shall be emailed to Andrew J. Wulf, Ph.D., Executive Director at andrew.wulf@albanymuseum.com, with a copy also emailed to Bruce Campbell, Technical Director at brc31721@gmail.com.

Note:  Questions regarding this RFQ must be submitted in writing to Bruce Campbell, Technical Director, at brc31721@gmail.com no later than 12:00 pm (EDT) on June 1, 2020.

II.  Scope of Work:
All anticipated work shall be performed by the selected firm will be in compliance with EPA grant terms and conditions.  The selected firm consultant will be expected to perform the following tasks:
  • Complete all grant related programmatic reporting:
    • Final Analysis of Brownfield Cleanup Alternatives (ABCA) Report
    • Quality Assurance Project Plan (QAPP)
    • Cleanup Work Plan
    • All quarterly and financial reporting
  • Complete any supplemental design phase investigations
  • Develop Bid documents for cleanup work, including: 
    • Asbestos and Lead Paint Abatement
    • Removal and proper disposal of lead impacted soils
    • Removal and monitoring of free product in ground water
    • Coordinate with GA EPD Brownfield Group and Issue PPCSR
  • Assist in the selection of qualified abatement remediation contractor(s)
  • Oversee abatement and remediation activities and verify Davis-Bacon Act (DBA) compliance
  • Provide support in the identification of other potential funding sources including identifying, writing and assisting with/managing grant applications.
The scope and estimated cleanup costs of the cleanup work is further defined in the attached Draft ABCA.

III.  Response Format/Evaluation Criteria
Again, Statements of Qualifications are due no later than 4:00 PM (EDT) on June 9, 2020. Statements of Qualifications shall be emailed to Andrew J. Wulf, Ph.D., Executive Director at andrew.wulf@albanymuseum.com, with a copy also emailed to Bruce Campbell, Technical Director at brc31721@gmail.com.
 
The submittal shall be no longer than 20 pages (excluding a one page cover letter, cover sheet, and table of contents).  The narrative shall address/include the information outlined below.  More specifically, to ensure fair and equitable evaluation, proposals must be organized into the following separate sections.

1.0  Experience and Capacity
The response shall include a summary of the following:
  • History of the firm’s experience providing Brownfields services as described herein; 
  • Brownfields grant programmatic experience/capacity;
  • Environmental assessment and cleanup planning, and abatement/remediation experience/capacity;
  • Description of the firm’s organizational structure and the names and experience of key individuals including professional registrations, site investigation, and experience working with the EPA; and

2.0  References
The response shall include at least three (3) references for similar services provided by your firm and the dates of service. Please include the reference name, company, email address, and phone number.  Include a description of the services and key personnel that were involved in each project.

3.0  Proposed Methodology
The response shall include an organization chart in addition to a description of how the firm will complete the scope of work described herein. Include a description of the relevant services provided by your firm. Finally, include a concise statement of why your firm should be selected by AMA.
 
4.0  Cost Considerations
This contract will be awarded on a qualifications basis.  As such, a formal cost proposal is not required.  However, the respondent must prove a narrative discussion regarding the means by which the work will be performed within the grant budget.

IV.  Selection Criteria
The responding firms will be evaluated on the following criteria.
  • Experience and ability to complete the work. (25%)
  • Demonstrated Brownfields experience including successful grant administration along with a demonstrated ability to work with EPA. (25%)
  • Approach and understanding of the scope of work. (15%)
  • Proven track record of community engagement. (10%)
  • Environmental assessment experience. (10%)
  • Quality of performance on similar projects. (10%)
  • Cost Considerations (5%)
Oral presentations to the AMA may be requested. The request for an oral presentation shall in no way constitute acceptance or imply that an agreement is pending. The Albany Museum of Art reserves the right to award this opportunity based on the initial RFQ response without oral presentations. The AMA will only select one firm under this request for qualifications.

The AMA reserves the right to reject any and all responses and to make an award that is in its best interest. Firms not selected will be notified in writing by the AMA.
